Health Insurance Counseling and Advocacy Program
Health Insurance Counseling and Advocacy Program (HICAP) services are established under the guidelines of the Older Californians Act to provide counseling, advocacy, education and legal referral for Medicare Beneficiaries, including Medicare Beneficiaries by virtue of a disability, and those persons imminent of Medicare eligibility. HICAP services are offered directly by PSA 2 Area Agency on Aging.
